Using Virtual Router for WiFi Self Discovery in Headless Applications

Hello Everyone,

We have a headless application, meaning there is no screen/display involved. All interaction with the PC is through our app. Currently, once the device is plugged into Ethernet, the app will auto discover it and allow you to connect it to a WiFi network, and then disconnect the Ethernet cable.

We'd like to allow self discovery of WiFi, that is, allow the user to connect for the first time without using Ethernet. Instead, they'll connect directly to the device's WiFi network from a mobile device using Virtual Router and then connect it to a different WiFi network.

So I have two questions:
  1. Is it possible to be broadcasting one network, connect to it, then search for available SSIDs and reconnect to a different network?
  2. Is it possible to reuse the code that would allow this in our own application, so Virtual Router does not need to be installed?
Ultimately, we've seen this done many times with Linux devices, but we're looking to do it with Windows 10.
