Restart Hosted Network After System Restarts

The Virtual Router Windows Service needs to be fixed to properly save the previous Wireless Hosted Network state and settings when the computer is shut down. The service should already properly save and load state when Stopped and Restarted. This just needs to be fixed to also work when the computer is shut down. The issue lies somewhere in the timing of things, since it seems that Windows itself shuts down the Wireless Hosted Network before the Virtual Router Windows Service is Stopped, so the state that gets saved on system shut down doesn't end up registering that the Wireless Hosted Network should be started again after the next system start up.
